The bike lanes are designed according to the State's Highway Design Manual: Chapter 1000. There is a diagram showing bike lane on the left of the right turn lane. So it appears that the design is the state-approved design and not something the city engineers made up. Cash:

These crossover lanes are going to result in someone being seriously injured. Both physically and financially. The layout reminds me of the term Chinese Fire Drill!
