		<description>The point, that&#039;s as clear as anything else, is that there is no second city. So stop basing policy based on the possibility of something that nobody wants and will never happen.  If the people of southern Castaic want to have a local government, they should be free to be governed by the local government of their choosing.</description>

Yes, the purpose of the CITY wanting (only) key parts was to sabotage the formation of a new second City.

But the PEOPLE of those areas do not want the 100+ year old town of Castaic split into the &quot;INs&quot; and the &quot;OUTs.&quot;  Pitting neighbor against neighbor is bad planning, and the City should be ashamed for advocating that.

That is, if the City had any shame...</description>
