I don't have the answers to all of this and never suggested that I did. But if you put it on the agenda I bet you'd hear at least 10 new, good, workable ideas for local enforcement. Such an issue should go beyond the opinion of Carl Newton, though I'm sure he researched the issue with deep commitment.
